We don't care, as long as these files are ignored in `.gitignore' it
does not matter where we write them.

It's useful to keep track of the repositories, the code reviews, issues,
etc. It's also easier to do code reviews that way (at least the initial
reading).

I'm moving around some files, we need to ignore a number of things. The
previous version of that file was also full of useless stuff.

Since `git` understand `$XDG_CONFIG_HOME`, let's gather all the
configuration files there.
